Col. James Adams, U.S. Army, Retired

Retired Colonel James Adams has over 40 years of progressive management and leadership experience, and has served for over 15 years as a management consultant. Currently President and CEO of BAHR Incorporated, he is a highly respected authority within the Army on force management and transformation for Government organizations and has been intimately involved in the ongoing Army Transformation Campaign. His previous experience includes Chairman of the Board of BCP International Limited; Senior Associate with Carson Associates; Special Assistant for Force Management, Office of the Assistant Secretary of the Army, Manpower and Reserve Affairs; and Chief, Force Management and Integration Division, Office of the Deputy Chief of Staff for Operations and Plans, Headquarters, Department of the Army. He is a member of the Military Operations Research Society.

Edward Hanley

Mr. Hanley began his career in Washington in 1965 as a Presidential management intern. He then helped launch the firm now known as Lewin-VHI, the pre-eminent health economics consulting firm in America, where he became Vice President/Partner. After a short detour into the rural hardware business, Mr. Hanley returned to Washington in 1979 to join the U.S. Environmental Protection Agency, where he served for the next 20 years in various senior executive positions, including Chief Information Officer (CIO) and Deputy Assistant Administrator. In 1998, Mr. Hanley joined the Office of the Comptroller of the Currency at the U.S. Treasury Department as Senior Deputy Comptroller and Chief Financial Officer. Since retiring from Federal service in 2003, Mr. Hanley has developed a part-time consulting practice, serving as an expert adviser to large systems integrators that serve the Federal market and to small and minority-owned firms seeking to develop a place in this market.

Marco A. Santini

Mr. Santini, Founder and President of Santini Federal Consulting, retired in 2010 from the General Services Administration (GSA) as a federal executive after 35 years of distinguished service. Mr. Santini held multiple management positions within the GSA that focused mainly on IT acquisition support and project management on a reimbursable basis for the DoD and other federal agencies. In 2008 he was the GSA Deputy Director for the Customer Accounts and Research Division (CAR) of the Mid Atlantic and National Capital Regions. He managed nine Customer Service Directors, who provided training services to federal agencies throughout the eastern seaboard. In 1999 Mr. Santini became the founding Director of the GSA Federal Learning Technology Program (Fed Learn). Mr. Santini currently provides consultative support and assistance to industry partners in targeting the federal marketplace. His strategic focus is in the areas of federal IT procurement, marketing, management consulting, business development, acquisition tracking, prime/sub-contracting partnership’s, bid/no bid analysis and executive coaching. Santini Federal Consulting is committed to providing a partnership that strategically positions a company for federal opportunities.

James F. McGuirk, II

Mr. McGuirk has more than 40 years of experience in strategic marketing and technology. He is the founder of AKLM Consulting and provides M&A due diligence, market research, market positioning, market strategy, and partner alliance programs in the Technology Marketplace. Mr. McGuirk focuses on young, growing firms to reposition or strengthen their market position. Prior to this position, Mr. McGuirk was the Vice President of Worldwide Government for Siebel Systems Inc., and retired from Unisys Corporation as a Senior Vice President after 31 years. A native of Pittsburgh, Pennsylvania, Mr. McGuirk holds a Bachelor’s degree in Mathematics from Duquesne University. He was the former Chairperson of the Fairfax/Falls Church United Way. He is a member of the Duquesne University Century Club for Distinguished Graduates. He is a member of the Board of Directors of Duquesne University. He was Chairman of the Commonwealth of Virginia Information Technology Investment Board (ITIB).

Pat Shambach

Pat Schambach is an independent consultant and founding partner of Schambach & Williams Consulting, LLC. A recognized leader in IT, Pat retired from Computer Sciences Corporation in 2013 after a 41-year career in both the public and private sectors in the Washington, DC area. He spent 32 years in the federal government, rose to the ranks of senior executive, and was the CIO for three different agencies during his federal career, including the TSA, ATF, and the U.S. Secret Service. During his ten years in the private sector, he has been in senior leadership positions responsible for business units serving federal customers in the national security and law enforcement markets. Mr. Schambach is Chairman of the Board of Directors of the Homeland Security & Defense Business Council (HSDBC), a member of the Board of Directors of the Armed Forces Communications and Electronics Association (AFCEA), a member of the Board of Directors of the American Red Cross/Nat’l Capital Area, and a member of the Partnership for Public Service’s CIO Sage program.

Dr. Arun Sood

Since 1987, Dr. Sood has been a Professor of Computer Science at George Mason University, and Chair of the Department of Computer Science from 2003 to 2006. He has held academic positions at Wayne State University in Detroit, Michigan, Louisiana State University in Baton Rouge, and the Indian Institute of Technology in Delhi, India. His research has been supported by the Office of Naval Research, National Science Foundation, National Imagery and Mapping Agency, U.S. Army Belvoir RD & E Center, U.S. Army TACOM, U.S. Department of Transportation; and private industry including Ford Motor Company, General Motors Company, General Dynamics Corporation, Planning Research Corporation, and Vidar Systems Corporation. He initiated an effort that led to the establishment of an industry – university consortium: the Michigan Automated Vehicle Research Consortium (MAVRC).

Raymond D. Kane

Mr. Kane has more than 40 years of experience in marketing professional services and technical products in the information technology field. His experience includes 20 years with the General Electric Company, where he held a variety of responsible positions ranging from Buyer to Manager of Marketing for various GE organizations in New York, Oklahoma, Arizona, Maryland, and Virginia. Mr. Kane also served as Director of Marketing for American Management Systems (AMS) prior to joining Systems Development Corporation, which was a part of Unisys. At Unisys, he was responsible for marketing programming analysis and facilities management services to civilian and certain classified agencies of the U.S. Government, with an astounding win ratio of over 80%. Mr. Kane served as a consultant to Sterling Software to grow their Government business. Recently, he has been instrumental in helping Canadian firms secure U.S. business. Prior to joining GE, he served in the U.S. Navy. He graduated from King's College with a degree in Economics. He has attended many company sponsored management courses and taught marketing management courses at GE, AMS, and Unisys. He also is a speaker and panelist at many Government and trade functions.
